J. Kerry McGuinness is running for his third term on the Cornwall town board. A Cornwall native, McGuinness, age 62, is well-known around town. He followed in his father’s footstep when as a teenager he joined the Highland Engine Company, where he’s been a member for 43 years, the last 15 as president.
A project manager of a construction company, McGuinness has carved out a special focus on development and planning issues while serving on the town board. He is wrapping up a year-long assignment as chairman of the Comprehensive Plan Review Board, which is re-assessing an earlier plan for the town’s framework for future growth. McGuinness has been on a comprehensive plan committee a total of three times, twice as chairman, and served on the town planning board for 20 years, through both boom times and the current economic downturn which, he says, each bring their own set of development challenges.
He noted that each of the comprehensive plan committees he has served on have explored how to revitalize the Main Street business district. He would like the town to offer incentives to the owners of property in the district to fix up their buildings, perhaps through a tax abatement.
McGuinness says that he is running again because he thinks he has something to offer and is willing give his best effort to solve problems and propose changes for the benefit of Cornwall. Mcguinness is running on the Conservative and Independence party lines on election day.
